Sanford Ira Horowitz

Sanford I. Horowitz, also known as Sandy, has been a steadfast advocate for victims of elder harm and nursing home neglect for over three decades. Since his admission to the California Bar in 1987, Sanford has dedicated his career to protecting society's most vulnerable. His legal focus has been exclusively on plaintiffs’ elder harm litigation since 1993.

Sanford's contributions to elder law are noteworthy, particularly his involvement as Lead Trial Counsel and Co-Appellate Counsel in the pivotal California Supreme Court case Delaney v. Baker (1999) 20 Cal.4th 23. This case established that the Elder Abuse and Dependent Adult Civil Protection Act (EADACPA) applies to nursing homes as healthcare providers, allowing elders and their families to pursue enhanced remedies against negligent facilities, thereby strengthening protections statewide.

Acknowledged as a leader in elder law, Sanford has received numerous honors for his work. He frequently shares his expertise as a speaker and moderator at legal seminars and professional trainings focused on elder abuse and nursing home litigation. Notably, the California Advocates for Nursing Home Reform (CANHR) awarded him the William F. Taylor Memorial Award, recognizing his efforts to combat elder abuse and advocate for justice for California’s long-term care consumers.

Originally from Long Island, New York, Sanford moved to Northern California in 1984. He resides with his wife and enjoys exploring natural landscapes, attending New Orleans parades, and spending time with his grown children. Sanford is a proud graduate of the University of San Francisco School of Law and holds an undergraduate degree in political science from Tulane University.
