Stephen Michael Cowherd

Stephen M. Cowherd is a distinguished attorney with over 20 years of experience in health care and administrative law. As co-chair of Pullman & Comley's Health Care practice, he provides strategic guidance on compliance with fraud and abuse laws, Medicare and Medicaid regulations, and patient rights issues. His expertise extends to advising on HIPAA, licensure, and certificate of need proceedings.

Stephen's transactional work includes representing hospitals and physicians in joint ventures, acquisitions, mergers, and reorganizations. He began his legal career at a major international law firm, where he handled complex commercial litigation and regulatory compliance for Fortune 500 clients.

His litigation credentials encompass jury and bench trials in federal and state courts in New York and Connecticut, particularly for health care, insurance, media, manufacturing, and pharmaceutical sectors. Stephen has presented appellate arguments before the New York State Court of Appeals and the Court of Appeals for the Second Circuit, and has participated in AAA, AHLA, and NASD arbitrations.

Before attending law school, Stephen gained valuable experience in media and government relations at Doremus Porter Novelli, working with prominent clients such as Bristol-Myers Squibb.
