April Kelly Neal is a distinguished attorney specializing in education and disability law in Bibb County, Georgia. She began her academic journey in Johnson County, Georgia, graduating high school in 1985. She holds a degree in business administration and earned her law degree in 2005 from John Marshall Law School in Atlanta, where she attended night classes while working full-time with the Social Security Administration’s Office of Hearings Operations.
Ms. Neal has a deep commitment to education-related law, completing nearly all her continuing judicial education in this field. In 2018, she graduated from the William and Mary Law School’s Institute of Special Education Advocacy. Her professional development includes participation in the Pacific Northwest Institute of Special Education Law and the Special Education Symposium at Leigh University.
After a 20-year tenure with the Social Security Administration, Ms. Neal retired in January 2024 to establish Neal Student Support Advocacy & Disability, LLC. Her passion for education law was ignited by personal experiences with her children's educational challenges, including autism and dyslexia. Realizing the lack of legal representation for parents and students in education law, she committed to making a difference.
Ms. Neal is actively involved with the Georgia Bar’s Child Protection and Advocacy Committee, the Council of Parent Attorneys and Advocates (COPAA), and GeorgiaCAN. She has organized the Wrightslaw Special Education Law & Advocacy Conference in Georgia three times and volunteers with the Georgia Judicial Services Program, representing students in education matters. Her mission is to educate the public about their rights in the Georgia education system to enhance public education for all.
