Carrie R. Tournillon

Carrie Tournillon serves as a partner at Kean Miller in New Orleans, where she has been since 2012. Her practice focuses on utilities regulation, oil and gas, and pipeline law. Licensed to practice in both Louisiana and Texas, Carrie brings over twelve years of experience in administrative and public utility law.

Carrie has effectively represented industrial manufacturing, refining, and related companies before the Louisiana Public Service Commission (LPSC) and the City Council of New Orleans. Her expertise extends to advising on generation projects to ensure compliance with federal and state energy regulatory laws. She has also represented companies in transportation permit matters and supported telecommunications companies, liquids intrastate pipeline companies, local distribution gas utilities, and water and sewerage utilities in regulatory issues and contract disputes.

In Texas, Carrie's private practice has involved representing clients on utility regulatory matters before the Public Utility Commission of Texas (PUCT), the Railroad Commission of Texas, the State Office of Administrative Hearings, and in district court.

Before her private practice in Texas, Carrie served as a Staff Attorney for the PUCT. In this role, she represented the Commission in various electric and telecommunication proceedings, rulemaking processes, and ERCOT protocol enforcement cases. Notably, she contributed to the PUCT’s Emergency Management Response Team during Hurricane Ike.
