Carrie R. Tournillon

Carrie R. Tournillon serves as a partner in the New Orleans office of Kean Miller, where she focuses her practice on utilities regulation, oil and gas, and pipeline law. Since joining the firm in 2012, she has been dedicated to representing industrial manufacturing, refining, and related companies before the Louisiana Public Service Commission (LPSC) and the City Council of New Orleans. Her expertise extends to advising companies on generation projects to ensure compliance with both Federal and state energy regulatory laws.

Carrie is licensed to practice law in Louisiana and Texas, bringing over twelve years of experience in administrative and public utility law. Her legal practice in Texas includes representing clients in utility regulatory matters before the Public Utility Commission of Texas (PUCT), the Railroad Commission of Texas, the State Office of Administrative Hearings, and in district court.

Before entering private practice in Texas, Carrie served as a Staff Attorney for the PUCT, where she represented the Commission in various electric and telecommunication proceedings, rulemaking processes, and ERCOT protocol enforcement cases. Her role also included participation in the PUCT’s Emergency Management Response Team during Hurricane Ike.

Carrie has also been involved in transportation permit matters and has provided legal assistance to telecommunications companies, liquids intrastate pipeline companies, local distribution gas utilities, and water and sewerage utilities in regulatory matters and contract disputes. Her accomplishments have earned her recognition as one of the top Energy & Natural Resources: Utilities lawyers in the State of Louisiana by Chambers USA in 2018 and 2019.
