Gerald Warren Kelly

Gerald Warren Kelly has dedicated his legal career to assisting clients involved in significant disputes with the Internal Revenue Service (IRS). He skillfully represents both businesses and individuals during IRS collection examinations and appeals, and he also defends clients facing criminal tax investigations. With more than two hundred federal court appearances, tax litigation is a cornerstone of his practice.

Mr. Kelly began his career in 1991 with the IRS, working in field offices across the Washington, D.C. area. As a Revenue Officer, he managed civil investigations and enforcement actions. He also gained expertise as an Offer in Compromise Examiner, evaluating settlement proposals from both individual and corporate taxpayers.

In addition to his legal practice, Mr. Kelly formerly chaired the Maryland State Bar Association Tax Section. His contributions to the legal community have been recognized with several awards, including the Maryland Volunteer Lawyers Service Educator of the Year Award in 2008, the Maryland State Bar Association J. Ronald Shiff Memorial Pro Bono Award in 2010, and the Caplan Award for ensuring equal access to justice in 2016. He holds an AV rating from Martindale-Hubbell, reflecting the highest level of peer and judicial recognition.
