Peter H. Noone

Peter H. Noone joined Avery Dooley, LLP in 1995 as an Associate and became a Partner in 1998, contributing to the firm's evolution into Avery Dooley & Noone, LLP. His practice primarily focuses on federal employment law, administrative law and appeals, security clearance matters, and whistleblower and discrimination complaints. Mr. Noone is dedicated to defending federal employees and law enforcement officers at various governmental levels in litigation and disciplinary proceedings.

With a strong emphasis on employment and personnel issues, Mr. Noone has successfully guided clients through disciplinary challenges, from letters of reprimand to removal, and has defended against security clearance revocations and adverse suitability determinations. His representation extends to agency and criminal investigations, including Merit Systems Protection Board (MSPB) appeals, Equal Employment Opportunity Commission (EEOC) hearings, Massachusetts Commission Against Discrimination (MCAD) hearings, and trials in United States District Court.

Mr. Noone has prepared clients for investigations by the Department of Justice (DOJ), Office of Inspector General (OIG), and the Office of Professional Responsibility (OPR), as well as defending them in inquiries by the United States Attorney’s offices. Beyond his role as a trial attorney, he provides specialized training through Rudman Wink Associates, LLC, offering insights into legal issues that can lead to liability, discipline, criminal exposure, discrimination findings, and security clearance concerns.

A frequent instructor and lecturer, Mr. Noone delivers training seminars for the Federal Law Enforcement Training Center (FLETC) and has developed programs for the Immigration Customs and Enforcement (ICE) Office of Professional Responsibility.
