Joseph J. Higgins

Joseph J. Higgins serves as a partner at the Law Offices of Milligan & Higgins located in Rockland, Massachusetts. His practice is primarily dedicated to OUI/DUI/DWI defense and handling RMV/Board of Appeal driver's license matters.

He earned his undergraduate degree from Connecticut College in 2006, double majoring in Government and Economics while actively participating in the New England Small College Athletic Conference (NESCAC) as a member of the men's lacrosse team. Continuing his education, Joseph graduated with a juris doctor degree from Suffolk University Law School in Boston in 2009.

Upon passing the bar, Joseph worked as an Assistant District Attorney in Plymouth County from 2009 to 2012, where he prosecuted a variety of criminal cases. In September 2012, he partnered with Jay Milligan, focusing his practice on defending individuals charged with OUI in Massachusetts. Joseph understands that many clients facing OUI charges are not career criminals but individuals who made a mistake or experienced a brief lapse in judgment.

Over the past 13 years, Joseph has appeared in more than 60 courts and has tried nearly 500 OUI cases, achieving a dismissal or Not Guilty verdict in approximately 90 percent of his trials each year.

Residing on the South Shore with his wife and daughter, Joseph enjoys traveling, golfing, and has a keen interest in golf history and golf course architecture.
