Thomas P. Welch Jr. graduated from the University of Mississippi in 1999 with degrees in English and History. He earned his Juris Doctorate from the University of Mississippi Law School in 2002 and was admitted to the Mississippi Bar the same year. Additionally, he gained admission to the United States District Courts for the Northern and Southern Districts of Mississippi and the United States 5th Circuit Court of Appeals in 2002. He was admitted to the Maryland Bar in 2008.

Since 2002, Thomas has focused primarily on criminal law. During his initial years, he engaged in general practice, handling numerous felony trials and a variety of criminal cases, alongside family law and personal injury matters. In 2005, he transitioned from private practice to serve as a Senior Attorney at the Mississippi Bureau of Narcotics. Over four years, he managed hundreds of forfeiture cases for the state and prosecuted drug offenses as a Special Assistant Attorney General.

In July 2009, Thomas established the Law Office of Thomas P. Welch, Jr., concentrating on criminal defense, asset forfeiture defense, and expungements. In 2016, he became a partner at Sumrall & Welch, continuing to provide expert legal representation in criminal matters.
