About Charles M. Rowland II

Charles M. Rowland II has built a distinguished career in DUI/OVI defense, representing clients in Ohio's State and Federal Courts since 1995. His legal practice is dedicated entirely to defending those accused of drunk driving. Charles previously served as the Xenia City Prosecutor and took on roles as a Special Prosecutor for high-profile felony cases.

As a committed member of the National College for DUI Defense, Charles attended an intensive DUI law seminar at Harvard University in 2006. He is certified by National Patent Analytical Systems in the operation and calibration of the BAC DataMaster Breath Alcohol Testing Instrument. The United States government recognizes him as an expert witness in evidential breath testing, and he has provided testimony in court martial proceedings.

In 2007, he became the first private attorney in Ohio certified on the Intoxilyzer 8000. By 2009, Charles had completed the National College for DUI Defense's 16th Annual Scientific Evidence Seminar, gaining expertise on the Intoxilyzer 5000. He remains the only lawyer in Ohio with this certification. In 2010, Charles completed the latest NHTSA training on standardized field sobriety tests, a course law enforcement officers nationwide undertake.

Beyond his certifications, Charles is a recognized speaker and prolific writer on DUI defense topics. His contributions to the legal community include receiving the 2004 Ohio State Bar Foundation's Community Service Award for Attorneys under 40 and being named a Fellow of the Ohio State Bar Foundation in 2005. He also presented a seminar on field sobriety testing to the Greene County Bar Association in 2006.

Charles has served two terms on the Beavercreek City School Board and was a co-recipient of the 2006 Beavercreek Chamber of Commerce Public Education Award. From 2003 to 2005, he led as President of the Board of Directors of TCN-BHS, Greene County’s Drug and Alcohol provider. In 2008, he contributed to a revision of Anderson’s Ohio Civil Legal practice alongside Greene County Common Pleas Court judges.

Additionally, Charles has shared his expertise as a Visiting Professor of Political Science at Wright State University.
