Paul Loney has dedicated over 27 years to the legal field, focusing on cannabis and hemp business law and regulatory compliance. In 2009, he was instrumental in developing the legal framework for Oregon’s pioneering private cannabis club, "Highway 420," and the notable "Oregon NORML’s Cannabis Café." His extensive experience includes serving as legal counsel for Oregon NORML for more than 13 years, where he has played a significant role in drafting legislative initiatives related to Oregon's medical and recreational marijuana laws.

Mr. Loney has actively contributed to the development of marijuana legislation by assisting families in crafting language for proposed legal and administrative changes. He frequently shares his expertise at legal education seminars, panels, and conferences, and teaches courses on Oregon marijuana law and starting cannabis-related businesses.
