George Joseph

George Joseph has dedicated over 35 years to practicing as a school solicitor, providing a wide array of education law services. He serves as the general solicitor for three school districts, the local Intermediate Unit, and several nonpublic school systems. His expertise extends to special education, including mediation and litigation of special education and Section 504 due process hearings.

Mr. Joseph has represented every public school district in Erie, Crawford, and Warren counties as special counsel for various assignments. He is well-versed in policy drafting and matters related to the Family Educational Rights and Privacy Act, Open Meeting Law, State Officials Ethics Act, and the Right to Know Law.

His legal services include contract drafting and review, construction projects, and addressing legal issues faced by public and nonpublic school entities, their administrations, and boards. He also advises on labor and employment law, covering grievance arbitration, employment practices, and discrimination claims.

With extensive experience in negotiating collective bargaining agreements under the Pennsylvania Employee Relations Act, Mr. Joseph is also proficient in tax-exempt financing for public entities, having served as issuer's counsel and underwriter's counsel for numerous general obligation bonds and tax anticipation borrowings.

Additionally, he is the general solicitor for a local sewer authority, advising on public employment, financing, municipal liens and claims, developer agreements, and contract matters. As an assistant solicitor for Erie County, he annually conducts the County Upset Tax Sale and litigates tax sale objections for the Tax Claim Bureau.
