David Brooman

David J. Brooman brings more than three decades of experience in zoning and land use development and environmental law. He excels in crafting innovative solutions for complex disputes during both project development and litigation phases. His clientele includes public and private companies, developers, lenders, and municipal governments, whom he advises on the business risks and economic impacts of federal, state, and local regulations.

Brooman's expertise extends to crisis management and navigating controversial land uses. Notably, he served as special environmental and land use counsel for a Pennsylvania municipality in the acquisition and redevelopment of a former 209-acre state mental hospital complex. This project culminated in a public/private partnership, with 40 acres sold for private development, including 100 carriage houses and 198 age-restricted condominiums, while 169 acres were preserved for recreational and open space.

In another significant project, Brooman led a public/private partnership to transform the former 114-acre Philadelphia Naval Shipyard into a state-of-the-art commercial shipbuilding operation for an international shipbuilder. Most recently, he collaborated with a municipality, regional, and national developers to revitalize an abandoned historic property. This partnership resulted in the creation of 32 new carriage homes, 72 townhomes, and 250 senior living apartments with memory care, while preserving a late 1800's Castle and other historic assets. The redevelopment also promises significant environmental benefits.
