Mark Stephen Kennedy

Mark S. Kennedy is the founder of Kennedy Attorney & Counselors at Law, a Dallas-based firm dedicated to health law and regulatory compliance for health care providers. Mark's extensive background includes serving as Assistant Regional Counsel for the U.S. Department of Health and Human Services in the Dallas Region. Over nine years, he was the lead litigation attorney for a five-state area, representing the Health Care Financing Administration (now Centers for Medicare and Medicaid Services), the Inspector General, and other agencies in federal trial and appellate courts and administrative tribunals.

Mark has significant experience handling cases involving Medicare and Medicaid disputes, fraud and abuse enforcement, health and safety compliance, and provider bankruptcy. His prior role as associate counsel for Blue Cross Blue Shield of Oklahoma and Tennessee further honed his expertise in health care regulation.

In private practice, Mark's deep knowledge of health care regulation has been a key asset in representing clients in a wide range of civil and regulatory matters. His unique understanding of government decision-making processes is rooted in his comprehensive legal background.

Mark has received numerous accolades, including the HHS General Counsel's Excellence in Legal Services Award in 1992. He has served as a representative to the North Texas Health Care Fraud Working Group and as faculty for the National Health Lawyers Association. A member of the State Bar of Texas, Oklahoma Bar Association, and American Health Lawyers Association, Mark also actively participates in the Dallas Bar Association and was elected to its Executive Health Council.
