Jane Ryan Koler

Jane Ryan Koler has dedicated more than four decades to representing businesses and individuals in their interactions with government agencies. Her practice focuses on securing zoning and land use permits, defending against government compliance and penalty actions, and resolving property disputes such as easements and boundaries. Jane is known for challenging arbitrary land use permitting requirements and government compliance issues. Notably, her appellate court work includes significant cases such as Guimont v. Clark, where the Washington Supreme Court invalidated a state law imposing a mobile home relocation fee on developers, and Berst v. Snohomish County, which struck down a Forest Practices Act penalty moratorium for due process violations.

Her practice, the only firm in Gig Harbor and Kitsap County solely dedicated to property rights and land use matters, serves a diverse clientele, including individuals, businesses, developers, and homeowners’ associations across the Puget Sound region.
