Halley Fisher

Halley Fisher has been a committed practitioner of U.S. immigration law at Cascadia Cross-Border Law in Bellingham, Washington since 2019. She specializes in U.S. immigration and citizenship matters, with a particular focus on employment-based immigration for professionals, entrepreneurs, athletes, artists, and religious workers. Halley is particularly passionate about assisting individuals in the outdoor, clean tech, and sports sectors in accessing opportunities in the United States. Her clientele primarily consists of Canadian businesses and individuals aiming to enter the U.S. market and workforce.

In addition to her legal practice, Halley serves on the Advisory Board of the Border Policy Research Institute at Western Washington University. Her academic background includes a Juris Doctor degree from Northeastern University School of Law, where she excelled in courses such as Torts, Civil Procedure, Immigration, Trial Practice, and Evidence. During her studies, she was actively involved in the Domestic Violence Clinic and the Immigrant Justice Clinic, and she completed internships with the Alaska Institute for Justice and the Human Trafficking Division of the Massachusetts Office of the Attorney General. Halley also gained valuable experience as a judicial intern at the U.S. District Court for the District of Vermont.

Originally hailing from Richmond, Vermont, Halley spent eight years in Boston before relocating to Washington to join Cascadia. She holds a Bachelor’s Degree in English Literature from Northeastern University, where she participated in lacrosse, volunteered with America SCORES, and engaged in the university's co-op program. Outside of her professional life, Halley is an enthusiastic runner and outdoor enthusiast, enjoying activities such as mountain biking with her dog Murphy, yoga, skiing, and culinary experiments.
