Charles 'Rusty' Webb began his academic journey by earning a Bachelor's Degree in Political Science from Marshall University in 1983. He continued his studies at Marshall University for the 1983-1984 academic year. In 1984, he enrolled at the Ohio Northern University School of Law. During the summer of 1985, he participated in the University of Notre Dame’s London summer law program, where he focused on international law.
