Mahal Rufina Montoya Billingsley

Mahal Rufina Montoya Billingsley is a distinguished family law attorney based in the San Francisco Bay Area. She embarked on her legal career in 2014, after a successful 14-year stint as a law clerk, educator, and paralegal specialist with the U.S. Securities and Exchange Commission. Her practice seamlessly combines her dedication to civil rights with her commitment to community service.

Born in Vallejo, Mahal faced significant family challenges early in life, leading her to enroll herself in the tenth grade at Oakland Technical High School. She achieved legal emancipation as a minor that spring. These formative experiences fueled her passion for law, particularly in addressing family law matters.

Mahal earned a full academic scholarship to study law at the University of Iowa, after completing her Bachelor of Arts in English at UC Berkeley. During her law studies, she served as a graduate legal research assistant to Law Professor Adrien Wing, contributing to the work "Global Critical Race Feminism: An International Reader."
