George Joseph

George Joseph has dedicated over 35 years to practicing as a school solicitor, offering a comprehensive range of education law services. He acts as the general solicitor for three school districts, the local Intermediate Unit, and several nonpublic school systems. His expertise extends to handling special education matters, including mediation and litigation in special education and Section 504 due process hearings.

Throughout his career, Mr. Joseph has provided legal representation to every public school district in Erie, Crawford, and Warren counties, serving as special counsel for various assignments. His extensive experience includes policy drafting and issues related to the Family Educational Rights and Privacy Act, Open Meeting Law, State Officials Ethics Act, and the Right to Know Law.

Mr. Joseph is adept in contract drafting and review, managing construction projects, and addressing legal challenges faced by both public and nonpublic school entities. He advises on labor and employment law, focusing on grievance arbitration, employment practices, and discrimination claims.

With substantial experience in negotiating collective bargaining agreements under the Pennsylvania Employee Relations Act, Mr. Joseph also specializes in tax-exempt financing for public entities. He has served as both issuer's counsel and underwriter's counsel in numerous general obligation bonds and tax anticipation borrowings.

In addition to his education law practice, Mr. Joseph serves as the general solicitor for a local sewer authority, advising on public employment, financing, municipal liens and claims, developer agreements, and contract drafting and review. As an assistant solicitor for Erie County, he conducts the County Upset Tax Sale annually and litigates tax sale objections on behalf of the Tax Claim Bureau.
