Paul E. Bucher was born in Milwaukee, Wisconsin, and grew up on the city's south side. Raised by a single mother alongside his five brothers, Paul attended a local Catholic grade school. He supported his education by working various jobs, including at gas stations and delivering newspapers. Paul continued his education at Pius XI High School, funding his tuition and other expenses through similar efforts.
After high school, Paul took a year off to work in a foundry, which led him to appreciate the value of education. He enrolled at the University of Wisconsin-Milwaukee, where he majored in social welfare and criminal justice, graduating with honors in just three years. Paul then attended Pepperdine University School of Law in Malibu, California, achieving top marks and placement on the Dean's List. Ultimately, he returned to Wisconsin to complete his law degree at Marquette University School of Law, graduating in 1981.
Paul's legal career began as a legislative aide and legal counsel to State Senator Susan Engeleiter. In this role, he managed legislative, policy, and campaign finance matters for the Republican Senate Campaign Committee. In 1983, Paul joined the Waukesha County District Attorney's Office as an Assistant District Attorney. His dedication and skill led to his appointment as District Attorney for Waukesha County by Governor Tommy Thompson in 1988, making him the youngest to hold the position in the state at that time. Paul served nearly ten terms, maintaining his role for almost 20 years.
