David Cole Phelps

D. Cole Phelps oversees our office in northeastern North Carolina. Raised in Washington County, Phelps returned to his hometown to contribute to his community. He made history by becoming the youngest county commissioner in North Carolina after securing over 62% of votes in his first primary election. During his initial term, he was elected vice chairman and later chairman by his peers. Phelps is now in his second term, representing District 1 on the Washington County Board of Commissioners, where he is known for his strong advocacy for education.

Phelps holds a bachelor's degree in Family and Community Services with a minor in Political Science from East Carolina University. His leadership was recognized by the East Carolina University Division of Student Affairs Office of Development with the 40 Under 40 award. Committed to education, Phelps has served as an adjunct professor at East Carolina University, teaching Family Law and Public Policy. His dedication to teaching has earned him high praise from students, as he aims to inspire future leaders.
